Can I still start a minpaku in Ikebukuro (Toshima ward)?

Under Toshima ward's revised ordinance, from December 16, 2026 minpaku will be banned year-round in residential and educational zones (about half the ward), and other areas will be capped at 84 days per year (summer and winter), including existing listings. Ryokan (simple lodging) licensed properties are the realistic alternative; we introduce licensed experts for filings and operate eligible properties under a management contract. (Information as of July 2026.)
